This is a lit sign, in the shape of a boot, with "Regal" notched into its sign. Next to it is a rather non-descript Richmond History Center sign identifying this as the "Regal" boot. When I try to look it up, I cannot find any web references nor Richmond History Center documentation. Most unusual.
