Frederick Thomas Bidlake was born in 1867 and was an English racing cyclist in the late 19th century, holding many national records. He subsequently became an important administrator in cycling and sought-after timekeeper for races. He is known as the father of time-trialing.

He died in 1933 after being knocked from his bicycle, and his ashes were scattered at Girtford Bridge just north of the memorial garden where the Memorial Garden is situated.
