Happened to notice these bells sitting at the top of some steps as I was leaving the museum. No one seemed to know why the bells were there but one man with limited English did point up toward what appears to be an old bell tower. The building itself was built by the French in the first decades of the 20th century when Cambodia was one of the jewels in the French Indochina crown. Now the building is in sad shape with an unwanted bat population in the attic. Perhaps the bells should be put back? For now they are on display on the steps.
