The development of Point Defiance as park lands began in 1888 and by the turn of the century and the advent of automobiles a scenic drive through the park was created. In the 1930's the Works Progress Administration and the Civilian Conservation Corps were enlisted it improve the road, build scenic roadside overlooks on the bluffs, and many other improvements along what was by then called Five Mile Drive.
One of the improvements was placing concrete milestones every 1/2 mile along the road. At some point they were lifted and placed on these ugly concrete posts, and contrasting tiles were place over the underlying numbers impressed in the original milestones.
