At the intersection of Congress Street and Exchange Street, at the top of the stairs to the Portland City Hall, is a set of gates at the front entrance. The gate features two doors and stationary portions along the sides and above the doors.

The gates have vertical bars in some parts, and intricate designs in a line across the doors, then along the sides of the doors, and fancy features above them. The top work has the words, "City Hall," then, above that, the Latin word, "Resergam," which means, "I will rise again," and then the city seal. At the top of the seal is a phoenix spreading its wings.
