Since the 1930s the Volga River has been dammed for its entire length creating one of the largest systems of reservoirs in the world. The hydroelectric plants associated with the Volga dams have generated vast quantities of cheap electric power. The cities along the Volga form the central industrial region of Russia.
Only recently has the environmental cost of this development been recognized. The transformation of the Volga from a free flowing river to a series of static reservoirs drowned enormous areas of highly productive farmland and submerged many small towns and villages. The sluggish flow of the river and industrial discharge along it contribute to increasing pollution of the entire Volga basin. Fish populations have greatly declined and Volga fish may not be safe to eat in many areas.
The dam at Uglich creates one of the smaller Volga reservoirs, the Uglich reservoir, which extends upriver about 88 miles. Construction of the dam was done between 1936 and 1940. The power plant began operation in the fall of 1940.
