This statue was erected to commemorate the address of Queen Elizabeth II to the Manitoba Legislature Assemby on July 15, 1970 during the Centennial Celebrations marking the province's entry into the Canadian Confederation.
The Queen's title in the United Kingdom is "Elizabeth the Second, by the Grace of God of the United Kingdom of Great Britain and Northern Ireland and of Her other Realms and Territories Queen, Head of the Commonwealth, Defender of the Faith".
She signs her name "Elizabeth R" (which stands for 'Regina' or Queen) which is why "ER" on the base of the statue.
