This manmade tunnel seems to be a culvert under the highway. When viewed from the nearby viewpoint parking area the natural path of any runoff can be seen. The highway filled that in and this tunnel now provides the drainage.

We entered the tunnel from the upstream side and walked the 75 feet or so under the highway. On the ocean side it daylights and there is a small ledge perhaps 15 feet long from the opening to a cliff about 10 feet high. Below is another much larger shelf with the ocean waves crashing over it. At 6' 4" I had to walk hunched over, but was able to move quickly as there is plenty of room other than the low ceiling.
The views are spectacular, but not much room for more than perhaps 4 people at a time. When viewed on Google Earth the oceanside opening can be clearly seen.
(The mark for the listed coordinates do not match the uphill enterance where the coordinates were taken though, seems either the GPS was off or Google Earth misses the mark)
