Since Apples are the number one crop in this part of the state, there are hundreds of apple farms here. I have seen many of these gas pumps on these farms, for keeping the equipment gassed up and ready. These aren't the most pleasing pumps to look at, however, they serve the purpose to the farmers who own them.
