This Art Deco style overpass was built in the late 1920's for the Lincoln Highway to pass underneath.
It was quite common in the 20's and 30's for simple infrastructure like bridges, lighthouses, pumphouses, etc. to be given deco styling. It was easy for the engineers to create the style in the reinforced concrete that they used and gave a bit of class to an otherwise mundane structure.
Evanston also has two more Lincoln Highway bridges that are in this style that the highway used. Unfortunately they are a rancher's property now, but they can be seen from I-80 if you look for them.
