In 1967, the Arkansas Power and Light Company (AP&L), the largest of four companies in the Middle South, began to look for a site for a nuclear generator.

This would be the first nuclear plant in the Southwest, as well as the state's largest single industrial plant investment.
In June, they had narrowed the search down to three sites: near Russellville, near West Memphis, and on the White River between Augusta and Devall's Bluff. The site would need to be about 1000 acres, and plant location specialists had already been at work for several months.
