Dr. Schiffman was one of the original members of the Park Board. In 1897, Dr. Schiffman traveled to Barcelona, Spain where he first saw the original mermaid and shell fountain. He commissioned one for Saint Paul.
A mermaid figure sits in a round retaining pool. The nude is kneeling and holding a shell in both hands. She wears a garland on her head. Water spouts from the shell and from the base of the figure. The mermaid is surrounded by dolphins.
