This 0-4-0 tank locomotive is narrow gauge, 36 inch. It was built by H.K. Porter in March 1924 for the South Dakota State Cement Company. It burned coal, had a boiler pressure of 170 psig, and had 30 inch drivers.
It is currently displayed in the South Dakota State Fair Grounds in Huron, SD.
The significance of "Patsy" on the front is unknown.
