This farmers' market is located in building 40a at the Delaware County Fairgrounds. The listings I've found show that it's held on Saturdays 10a-12p from June - Oct and also on Tuesday from 3p-5:30p July - Sept.

I have only been here once so it's hard to say what all they have to offer. When I was there, on a Saturday this past summer there were a little over a dozen vendors selling mostly vegetables, floral arrangements, herbs, and spices. There is no fee to enter the fairground or market.
