Inside the New Dora Observatory, there is a lookout area.
There is a 3D model of the surroundings.
The observatory is the big building in the middle, around it are small signs with other objects or cities around the building.
There are many North Korean locations marked on the 3D model that you can see from here, possibly with binoculars.
So from here a Peak into North Korea.

"Individual visits are not allowed. The observatory can only be accessed through the DMZ Peace Tour, which embarks from Imjingak Pavilion after reservation.
All visitors are required to bring their identification, such as passports or Alien Registration Card (ARC)."

"Dora Observatory is on the South Korean side of the 38th parallel. Situated on top of Dorasan (Mount Dora) in Paju, the observatory provides scenic views across the Demilitarized Zone (visit link) .
Visitors can see the North Korean territory through binoculars from the 304 square feet, 500-person capacity observatory. They are able to see the North Korean propaganda village situated in the DMZ, and can also see the city of Kaesong.
The observatory is very close to the Third North Korean Infiltration Tunnel (visit link) dug by North Koreans into the South. The Dorasan Station, also nearby, is designed to be the station that connects the railroads of the South and North one day in the future."
