The monument commemorates the victory of Red Army during Russian Civil War in 1920, when the 1st Cavalry Army, led by Semyon Budyonny, seized the city of Rostov-na-Donu. The composition consists of statues of commander Budyonny on a horse, an infantry soldier with a rifle and lying mariner throwing a grenade.
According to the information in this article in Russian: (visit link) , it was originally designed for the city of Volgograd, which rejected the artwork, and the sculptor managed to place it in his hometown, Rostov-na-Donu.
