This is the dome of the Maine state capitol building. The building is open to tour during the week, Monday - Friday from 9-5. You can get on a guided tour or pick up a brochure and do a self-guided tour.
On the third floor of the statehouse you can stand directly under the dome of the building and view it from underneath.
