This Victorian-style building was originally erected in 1885 as Durban's first town hall, designed by Phillip Dudgeon in 1882. It was the first meeting venue for the South African National Convention, which took place in a hall to the left of the building. It served as City Hall until the time of the Union in 1910, and is located across from the current City Hall. It now houses the General Post Office. It was declared a national monument under the old NMC legislation on June 25, 1976.

The bell tower has four dials located above the belfry which shows only one bell. The four clock faces are almost identical to those of the Port Elizabeth Town Hall clock tower, except the frames are not as fancy and the Roman numerals are surrounded by 2 black circles (instead of gold). The middle of the clock faces have the same fancy design and the numbers and hands are also black on a white background.
