According to Wiki:
"The construction of the Cathedral

The construction of the current Tijuana cathedral began at the end of the 40s. Some attempts had been made years before, but it was not possible because part of the land was occupied by a private individual. In 1944, the priest Modesto Sánchez proposed to the businessman Enrique Aldrete to convert the Jai Alai building into the cathedral, but that did not materialize either. 14In 1947 the Guadalupano Sanctuary Committee was formed, chaired by Aldrete and with the participation of some groups of the Mexican Catholic Action. The reconstruction began in 1949, when the parish was in charge of the priest Luis Gutiérrez and he was soon succeeded by Salvador Sánchez, both Missionaries of the Holy Spirit, the congregation in charge of the vicariate of Baja California between 1939 and 1964. The work was directed by the engineer Conrado Mc Farland Rodríguez and was completed in 1956. On June 27 of that year it was blessed by the Archbishop of Guadalajara and Cardinal José Garibi Rivera , when the parish priest was Alberto Moreno. On January 24, 1964, when the diocese of Tijuana was established, with Alfredo Galindo as its first bishop, the temple was elevated to the rank of cathedral. elevenOn November 24, 2006, when Tijuana was elevated to the rank of archdiocese, it acquired the rank of metropolitan cathedral. 15 Since 2005, negotiations began for the building to be considered a historical monument, which was achieved in July 2012, when it acquired said recognition from the INAH.

The trajectory of what was the first Catholic temple in Tijuana reveals some notable changes in its architecture. The first adobe chapel is reminiscent of California mission buildings in the late 19th century, while the stave church is more like a Protestant church in the western United States. The modifications that were made in the 30s reveal an attempt to make the property more similar to traditional Catholic constructions in Mexico. The current cathedral has a façade reminiscent of the Californian missionary style , as well as a dome and two towers that are not necessarily part of this style. It does not have an atrium, but a small square was recently opened in front of it."
