King Lý Thánh Tông (1023-1072) was the King of Vietnam between 1054 and 1072.
As he was planning to introduce Confucianism as a "religion" in the country, he first created this school in 1070 to start to train the elite.
His first son, Lý Càn Ðúc, studied hear, before becoming a King in 1072.
The school was dedicated to the education of Vietnam's bureaucrats, nobles, royalty, and other members of the elite.

From 1253, under the dynasty of King Tran Thai Tong, Quoc Tu Giam also welcomed children from literate families, regardless of their social origin.

Later on, King Lê Thánh Tông decided re-built it in 1483 and decided to create the doctors' stelaeil order to promote the desire for excellence and the taste for work. For this purpose, he decided to erect (in 1484) the 82 steles of the Doctors of the Imperial Competitions under the Le and Mac dynasties, between 1442 and 1779.

The university remained open from 1076 to 1779. In 1802, the Nguyen dynasty's monarchs founded the Huê capital where they established a new imperial academy. The academy at the Hanoi temple lost its prominence and became a school of the Hoài Ðoc District.
