Except for the Pyeongyang arrow, the fourteen other arrows provide direction and distance to a country rather than a city.
While on your tour to the DMZ (Demilitarized Zone), you will the find the arrows up above the tourist centre parking lot. When you can see the railroad memorials and train rides in the peace park, you are in the correct area.
Historic significance:
Hopefully, the DMZ tourist centre can become a peace park.
