Dopo la parificazione ai porti marittimi, riconosciuta con Decreto Regio del 5 maggio 1887, il porto di Desenzano era stato sottoposto a una ristrutturazione che, oltre a lavori di consolidamento, aveva incluso la costruzione del primo tratto della diga e della torretta del faro.
Prima di allora la zona portuale era illuminata, a partire dal 1843, da alcuni fanali a petrolio, affidati alla cura di un addetto pagato dal Comune, che provvedeva ad accenderli, tenendo conto anche delle fasi lunari. Una curiosa lettera del 1882 riporta un rimprovero del sindaco ad uno di questi fanalisti, che a causa del bere trascurava il suo compito.
Con la costruzione del nuovo faro di segnalamento all'imboccatura del porto, si ritenne opportuna l'assunzione di personale più qualificato, così che il 2 gennaio 1895 il deputato desenzanese Ulisse Papa da Roma, informando il sindaco Giuseppe Zeni che era in via di approvazione il nuovo regolamento del porto, aggiungeva che "per il servizio del faro il Ministero ha preferito di mandare un fanalista di ruolo, così il Sindaco avrà minore responsabilità mentre il fanalista resterà alle sue dipendenze per vigilare all'ottemperanza del regolamento".
L'incarico venne dato a Flaminio Scarpa, che con la moglie Angela si stabilì a Desenzano nei pressi dell'attuale caserma della Finanza. In un'annotazione di segreteria si legge che "la sera del 16 luglio 1895 si accese il nuovo fanale del porto".
Sappiamo da documenti di archivio che la lanterna del faro, costituita da un apparecchio diottrico funzionante a petrolio restò in funzione fino al 1903, quando si adottò per esso l' illuminazione elettrica, già introdotta nell'abitato di Desenzano dal 1899.
Difatti nel 1902 il sindaco aveva chiesto alla Società elettrica di Salò di sostituire la lampada ad olio della torretta del faro con una lampada da 50 candele per migliorare la luminosità.
Il porticciolo (detto "Porto vecchio"), di cui si parla già nel 1274, fu ampliato all'epoca della Repubblica veneta a servizio del fiorente mercato di grani.

The small port (called "Porto Vecchio"), already mentioned in 1274, was enlarged at the time of the Venetian Republic to serve the flourishing grain market.

Nach der Angleichung an die Seehäfen, die durch das Königliche Dekret vom 5. Mai 1887 anerkannt wurde, wurde der Hafen von Desenzano einer Umstrukturierung unterzogen, die neben Konsolidierungsarbeiten den Bau des ersten Abschnitts des Damms und des Leuchtturms umfasste.
Zuvor wurde das Hafengebiet ab 1843 von einigen Öllampen beleuchtet, die einem von der Gemeinde bezahlten Angestellten anvertraut waren, der sie anzündete, auch unter Berücksichtigung der Mondphasen. Ein kurioser Brief von 1882 berichtet von einem Vorwurf des Bürgermeisters an einen dieser Leuchtturmwärter, der wegen Alkohol seine Aufgabe vernachlässigte.
Mit dem Bau des neuen Signalleuchtturms an der Hafenmündung hielt man es für angebracht, mehr qualifiziertes Personal einzustellen, so dass am 2. Januar 1895 der Desenzano-Stellvertreter Odysseus Papst aus Rom dem Bürgermeister Giuseppe Zeni mitteilte, dass er in der sei Genehmigungsverfahren für die neue Hafenverordnung, fügte hinzu, dass "das Ministerium es für den Dienst des Leuchtturms vorgezogen hat, einen ständigen Leuchtturmwärter zu entsenden, so dass der Bürgermeister weniger Verantwortung trägt, während der Leuchtturmwärter in seinem Dienst bleibt, um die Einhaltung zu gewährleisten die Regulation".
Die Stelle wurde Flaminio Scarpa übertragen, der sich mit seiner Frau Angela in Desenzano in der Nähe der derzeitigen Finanzkaserne niederließ. In einer Sekretariatsnotiz lesen wir, dass „am Abend des 16. Juli 1895 das neue Hafenlicht anging“.
Aus Archivdokumenten wissen wir, dass die Leuchtturmlaterne, bestehend aus einem mit Petroleum betriebenen dioptrischen Gerät, bis 1903 in Betrieb blieb, als elektrische Beleuchtung eingeführt wurde, die bereits seit 1899 in der Stadt Desenzano eingeführt wurde.
Tatsächlich hatte der Bürgermeister 1902 die Salò Electric Company gebeten, die Öllampe im Leuchtturmturm durch eine 50-Kerzen-Lampe zu ersetzen, um die Helligkeit zu verbessern.
Der bereits 1274 erwähnte kleine Hafen (genannt „Porto Vecchio“) wurde zur Zeit der Venezianischen Republik ausgebaut, um den florierenden Getreidemarkt zu bedienen.
