De basiliek staat op de plaats waar rond het jaar 765 missionaris Plechelmus het eerste kerkje stichtte, dat door hem aan de heilige Silvester werd gewijd. Plechelmus - in de achtste eeuw schreef men zijn naam als "Pleghelm" - maakte deel uit van de grote groep Angelsaksische missionarissen die in Echternach (Luxemburg) hun logistieke basis hadden en van daaruit de wijde omgeving introkken om de bewoners te kerstenen.
In 954 liet de Utrechtse bisschop Balderik van Kleef in Oldenzaal een nieuwe kerk bouwen en wijdde deze nu aan de man die het christendom in Oldenzaal gebracht had: Plechelmus. Diens relieken werden uit Sint Odiliënberg overgebracht naar zowel Utrecht als Oldenzaal. Plechelmus was vanaf dat moment Sint Plechelmus en tevens patroon van de nieuwgebouwde kerk in Oldenzaal.
Waarschijnlijk dateert het oudste romaanse gedeelte van de huidige kerk uit het begin van de 12de eeuw. De bouw van de basiliek was rond 1180 voltooid.
In 1447 woedde in Oldenzaal een hevige brand. Mogelijk is daarbij de romaanse zuidvleugel beschadigd geraakt. In ieder geval is op de plaats van deze romaanse zijbeuk tussen circa 1481 en 1500 een zijbeuk in gotische stijl opgetrokken. De nieuwe zijbeuk is ongeveer even hoog en breed als het middenschip. De traveeën van deze zijbeuk worden overwelfd door bakstenen stergewelven met geprofileerde zandstenen ribben.
De uitbreiding van het koor met een gotisch koortravee vond plaats in de jaren 1493 en 1494.
Rond 1525 (volgens anderen in het midden van de 15de eeuw) werd de noordelijke romaanse koorabsidiool afgebroken ten behoeve van de bouw van een gotische sacristie tegen de noordzijde van het koor.
Een eerste grote restauratie van de kerk vond plaats in de periode van 1891 tot 1900 door de architect Joseph Cuypers uit Roermond. De in 1810 tussen torenportaal en kerk gebouwde bakstenen muur werd daarbij weer verwijderd. Ook de lokaliteiten van de Latijnse school, gesitueerd boven de noordelijke romaanse zijbeuk, zijn toen afgebroken. Vroeger was dit de kapittelzaal van de kanunniken. Klik op foto voor vergrotingVerder is tijdens deze restauratie de noordelijke absidiool herbouwd met als voorbeeld het zuidelijk absidiool. De sacristie is bij deze aanpassing behouden gebleven.
De nieuwe sacristie aan de noordzijde van het koor werd in 1930 gebouwd.
In de Middeleeuwen was de kerk één van de zeven belangrijkste kapittelkerken van het bisdom Utrecht. Dat was in 1950 de reden voor paus Pius XII om de St. Plechelmuskerk de eretitel 'Basilica Minor' te verlenen.
De officiële Pauselijke bul van 13 mei 1950 werd destijds namens de paus in de Plechelmus plechtig voorgelezen door mgr. Huurdeman, vicaris van kardinaal De Jong.

The basilica stands on the site where around 765 the missionary Plechelmus founded the first church, which he dedicated to Saint Silvester. Plechelmus - in the eighth century his name was written as "Pleghelm" - was part of the large group of Anglo-Saxon missionaries who had their logistic base in Echternach (Luxembourg) and from there moved into the wider area to Christianize the inhabitants.

Plechelmus was from that moment Saint Plechelmus and also patron of the newly built church in Oldenzaal.
The oldest Romanesque part of the present church probably dates from the early 12th century. Construction of the basilica was completed around 1180.
In 1447 a heavy fire raged in Oldenzaal. The Romanesque south wing may have been damaged as a result. In any case, a Gothic style aisle was built on the site of this Romanesque aisle between about 1481 and 1500. The new aisle is about the same height and width as the nave. The bays of this aisle are vaulted by brick star vaults with profiled sandstone ribs.
The extension of the choir with a Gothic choir bay took place in the years 1493 and 1494.
Around 1525 (according to others in the middle of the 15th century) the northern Romanesque choir apse was demolished in order to build a Gothic sacristy against the north side of the choir.
The first major restoration of the church took place in the period from 1891 to 1900 by the architect Joseph Cuypers from Roermond. The brick wall, built in 1810 between the tower portal and the church, was removed again. The premises of the Latin school, situated above the northern Romanesque aisle, were also demolished. This used to be the chapter house of the canons. Click on photo to enlarge. During this restoration, the northern absiidio was rebuilt using the southern absiidio as an example. The sacristy has been preserved in this adaptation.
The new sacristy on the north side of the choir was built in 1930.
In the Middle Ages, the church was one of the seven most important collegiate churches of the diocese of Utrecht. In 1950, this was the reason for Pope Pius XII to grant the St. Plechelmus Church the honorary title of 'Basilica Minor'.
The official Papal bull of 13 May 1950 was solemnly read by Msgr. Huurdeman, Vicar of Cardinal De Jong.
