Artigas was a Uruguayan gerneral in the 19th century. He's sometimes credited as "the father of Uruguayan independence." The statue reads "Protector de los pueblos libres" and the dates 1764-1850.
There are also statues of Artigas in Washington D.C., and Montevideo, Minn.
