It is a statue of a girl playing with a dog who is standing against her with two front legs, on a brick base with a granite top plate. It was made in 1984 by Marijke Ravenswaaij-Deege. The image is also known as 'this is not for you', which refers to the ice cream that keeps the girl away from the dog.
