This cairn marks the summit of Bear Mountain in Salisbury, CT. It is accessible via the Appalachian Trail. The northern slope of the mountain is much steeper than the southern!
The plaque on it reads:
This monument marks the highest ground in Connecticut
2354 feet above the sea
Built AD 1885

This is not actually the state high point but it is the highest peak in Connecticut. The highpoint is on the slope of nearby Mount Frissel before the trail leaves the state.
