The stone commemorates the 10th anniversary of the signing of the sister city agreement between Daejeon Metropolitan City in the Republic of Korea and Brisbane.
Sister cities are cooperative agreements between towns and cities, and politically distinct areas to promote cultural and commercial ties.
The sign reads:

Daejeon Metropolitan City, Republic of Korea;
has placed this stone in Brisbane, Oueensland,
to commemorate the 10th Anniversary of the signing
of the sister city agreement between
Daejeon and Brisbane.
This stone signifies the continuous and
everlasting friendship and cooperation between
the two cities and countries.
