Bilal Xhaferi (sometimes also spelled Xhaferri) was born in 1935 in Southern Albania. He moved to Sarandë in 1948 where he worked as a mail courier. In 1962 he started to publish poetry and short stories in journals. His first book was "Rrugë dhe fate" (English: Roads and fates) in 1963. But in 1968 he fell from grace of the regime and he was banned from publication. In 1969 he escaped to Greece and moved to the USA a year later. In 1974 he founded the magazine Krahu i Shqiponjës (English: The Eagle's Wing) in Chicago, that published literary and anti-communist political material in Albanian and English. He died in 1986 in Chicago, there are rumors that he was killed by the Albanian secret service. In 1995, his body was transferred to Albania.

The monument is located at the beach promenade in the center of Sarandë. It has a bronze plaque with the text "patriot I. Shquar Shqiptar" (maybe prominent Albanian patriot), and the Albanian coat of arms.
