The Dugong appears to be a relative of the Manatee - a marine mammal. Like the manatee, you have to be IN their environment to see them first-hand. The sculpture extends up from a 30cm square hardwood burnt stump, that is secured to a small concrete pad with four galvanised steel brackets. Within Spinnaker Park is a Fauna sign (Waymarked) about Dugongs.
In August 2021, GPC [Gladstone Port Corporation] unveiled seven new sculpture features throughout the Spinnaker parklands.
“These new carvings are a great excuse for locals to get outdoors and discover our fellow inhabitants of the area both the form of a carving and in their natural habitats”. [From the 'Courier Mail' 11 August, 2021 - subscriber based, so no link; summary from Google search 4/12/2022]
