"This building, characteristic of the Art Deco-style buildings of the second quarter of the 20th century, is part of the administrative urban ensemble of Lamentin.
Rectangular, the building deploys an architectural vocabulary in relation to that of the school group located nearby and directed by the same architect, Ali Tur, but by inverting volumes: the central part is set back from the sides, which form front building.
The roof is flat with a ternary rhythm facade. We note the care given to the trellises framing the front door, very graphic and often used by the architect.
It is also worth noting the great attention paid to the design and decoration of the building's interior (porcelain stoneware tiles, concrete molded concrete banisters). "

"Founded in 1720 in a swampy area, the town takes its name, as its Martinique homonym of Lamentin, the manatee, a marine mammal herbivore historically present in the Grand Cul-de-sack and has since disappeared from the Lesser Antilles.
It is separated from Sainte-Rose, to the west and north, by the course of the Grande Rivière at Goyaves, and Baie-Mahault, to the east, by that of the ravine Sans Nom. Its village is located at the bottom of the bay of Grand Cul-de-sack Marine, in the bay of Lamentin formed by the mouth of the Lamentin River which crosses all the communal territory.
Three islands are attached to him: Christophe, Fajou, Caret. Le Morne Léger is the tripoint of the communes of Petit-Bourg, Lamentin and Pointe-Noire. Le Morne Jeanneton is the tripoint of the communes of Sainte-Rose, Lamentin and Pointe-Noire.
A fishing port, the town of Lamentin is now moving towards green tourism with, in particular, the spa resort of Ravine Chaude. A wind farm project run by Valorem should be launched during the 2020s, which would be the second in Basse-Terre after Sainte-Rose, commissioned in January 2019.

La toiture est plate avec une façade au rythme ternaire. On remarque le soin apporté aux claustras encadrant la porte d'entrée, très graphiques et souvent utilisés par l'architecte.
Il convient également de souligner la grande attention prêtée à la conception et à la décoration de l'intérieur du bâtiment (carreaux de grès cérame, rampe à claustras moulée en béton). "

" Fondée en 1720 dans une zone marécageuse, la commune tire son nom, comme son homonyme martiniquais du Lamentin, du lamantin, un mammifère marin aquatique herbivore historiquement présent dans le Grand Cul-de-sac marin et qui a depuis disparu des Petites Antilles.
Elle est séparée de Sainte-Rose, à l'ouest et au nord, par le cours de la Grande Rivière à Goyaves, et de Baie-Mahault, à l'est, par celui de la ravine Sans Nom. Son bourg se situe au fond de la baie du Grand Cul-de-sac marin, dans la baie du Lamentin formée par l'embouchure de la rivière du Lamentin qui traverse tout le territoire communal.

Un projet de parc éolien porté par l'entreprise Valorem devrait voir le jour durant la décennie 2020, ce qui représenterait le deuxième réalisé en Basse-Terre après celui de Sainte-Rose, mis en service en janvier 2019.
C'est à Lamentin que l'architecte Ali Tur a réalisé le plus grand nombre et les plus importantes (artistiquement) de ses constructions sur l'île entre 1930 et 1932, mandaté par différentes autorités pour reconstruire les édifices civils et religieux après les dévastations de l'ouragan Okeechobee en 1928 : la mairie, son square environnant et le monument aux morts ; la justice de Paix ; le marché ; la reconstruction de l'église de la Sainte-Trinité, sa sacristie et le presbytère ; le groupe scolaire. "
