The Court of Appeals of La Serena was created by a law of November 26, 1845, together with that of Concepción, and its commissioning was determined by a law of July 7, 1849.
By a supreme decree of President Manuel Bulnes, it was set as the date for its installation on September 1, 1849; however at the direction of its first regent, Juan Manuel Cobo, this court was installed on August 28 of that year.
Its first headquarters building was located in a house located on the south side of the Plaza de Armas and its first members were: Juan Manuel Cobo (regent), José Miguel Bascuñán, Gaspar Carrera and Bernardino Antonio Vila (judicial prosecutor).
In March 1854 the court was moved to the location it currently occupies.
