The property on which the Norwalk Public Library currently sits was purchased in 1899. Andrew Carnegie gave a grant of $15,000 to aid in the construction of the library building in 1903. The building was completed and the first book was checked out from it in 1905.

In 1925, the NPL hosted its first childrens' summer reading program. The summer reading program still exists today giving community children motivation to pick up a book and read. The library has also developed a reading programs for community adults and young adults.

At the base of the flag pole in front of the library sits a stone embedded with a plaque bearing the words to Abraham Lincoln's Gettysburg Address.

The NPL is accompanied by the Firelands Museum to the north, which is open to the public periodically.
