Cache is located inside the old underground storage for the submarine torpedo. Cordinates are for the entrance. You should look for the ventilation pipe on the far end of the storage. Cache is inside the pipe. Good flashlight is a must.
Cache is located on the old military base territory. There was large underground storage for the submarine torpedo (also nuclear torpedo) and other armament. You can find about 10 similar constructions around.
