The cache is not located at the published coordinates.  In order to find this cache you need to first complete the Historic Houses of Alexandria, VA lab cache adventure.  You will need obtain a number at each location to complete the adventure.  The journal will provide you with the clue as to how this number fits into the coordinates:

The adventure lab will take you on a walking tour of five historic houses. On July 13, 1749, a group of wealthy planters and merchants gathered along what we know today as the foot of Oronoco Street in Alexandria. John Carlyle purchased lots 41 and 42, situated between the Potomac River and the town's market square, ideal for his merchant business and is now known as the Carlyle House Historic Park, owned by Nova Parks. A father-son combo from England - Colonel William Fairfax and his son George Fairfax each bought two lots overlooking the river, at the corner of Prince and Water (Lee) Street where the privately owned, Fairfax-Moore-Montaque House now stands.  Henry “Light Horse Harry” Lee – American Revolutionary leader sold the town lot at the corner of Oronoco Street to his relative, Philip R. Fendall, in 1784. Fendall oversaw construction of the wood frame mansion which was completed in 1785 known as the Lee-Fendall HouseLloyd House, constructed around 1796-1797 is assumed to be built by John Wise who also built the City Hotel (Gadsby’s Tavern). It is now the administrative offices for the Office of Historic Alexandria, responsible for the stewardship and promotion of the historic City.  The Spite House built in 1830, structurally, it is more of an enclosed alley than a house — the brick walls of older houses on either side form the painted brick walls in the living room.
