Durante la Seconda Guerra Mondiale lo stato di San Marino si dichiarò neutrale, come sempre aveva fatto nella sua storia.
Le prime colonne di sfollati cominciarono ad affluire a San Marino i primi giorni del mese di novembre del 1943 dopo i pesanti bombardamenti alla città di Rimini.
In brevissimo tempo tutte le abitazioni e gli alloggi presenti nel territorio vennero occupati, tuttavia nel giugno del 1944 il governo Inglese seguendo un rapporto (che si rilevò poi falso) decise di bombardare mediante la “R.A.F” anche lo stato di San Marino e così le gallerie del treno divennero i rifugi più ambiti e sicuri.
Una testimonianza di Francesco Balsimelli ci riporta che all’epoca le persone alloggiate nelle gallerie erano migliaia, alle uscite erano allestite cucine di fortuna dove i rifugiati potevano ricevere la razione di minestra previo acquisto di un buono che costava 6 lire, tuttavia anche a chi non possedeva denaro veniva data la razione quotidiana.
Per darvi un esempio alcuni dati storici riportano che in una galleria lunga 850m erano presenti più di 3000 persone di cui i 2/3 esteri.
<<Soltanto la coscienza civile può oggi apprezzare a pieno il sacrificio di un piccolo popolo che si affama per contribuire a sfamare, che raccoglie i perseguitati della guerra senza discriminazione, come non conosce discriminazione la sventura. Un piccolo popolo che parla ai grandi. Non si trattava di mobilitare eserciti, ma la carità […]. Nessuno può pensare che quando si parla e si parlerà del piccolo popolo sammarinese, non si voglia dire insieme del grande popolo di San Marino.>>
La cache vuole ricordare lo spirito di accoglienza e di fratellanza che il popolo sammarinese mostrò nei confronti di tutti i rifugiati, senza dimenticare i caduti durante i bombardamenti.
