Geocache Description:

There is nothing you need to find at the posted coordinates.  The cache is within 2 miles.   Any difficulty is with the puzzle, the cache should be easy to find. There is one field stage plus the final cache. From where I park the walk is about a mile return.  


The University of Pennsylvania (South Glos) has the objective to bring American higher education to rural England. It has close links with the State University of Euphoria (colloquially known as Euphoric State) . This specific school allows one to obtain the prestigious Master of United States Education (MOUSE) Law degree.
 

Federal law and treaties, so long as they are in accordance with the Constitution, preempt conflicting state and territorial laws in the 50 U.S. states and in the territories. However, the scope of federal preemption is limited because the scope of federal power is not universal. In the dual-sovereign system of American federalism (actually tripartite because of the presence of Indian reservations), states are the plenary sovereigns, each with their own constitution, while the federal sovereign possesses only the limited supreme authority enumerated in the Constitution. Indeed, states may grant their citizens broader rights than the federal Constitution as long as they do not infringe on any federal constitutional rights. Thus, most U.S. law (especially the actual "living law" of contract, tort, property, criminal, and family law experienced by the majority of citizens on a day-to-day basis) consists primarily of state law, which can and does vary greatly from one state to the next.

At both the federal and state levels, the law of the United States is largely derived from the common law system of English law, which was in force at the time of the Revolutionary War. However, American law has diverged greatly from its English ancestor both in terms of substance and procedure, and has incorporated a number of civil law innovations.

Our curriculum here at University of Penn (South Glos) in United States Constitutional Law has been fully amended.   If you are to study with us, you will explore many examples of U.S. law.   

The “right to remain silent” is well-known to anyone who watches any American movies or TV shows about police.      Less well known is that snoring is prohibited unless all bedroom windows are closed and securely locked.    As in the UK, there are many laws on the books which came from a different era, and do not make sense today, but they have never been removed.   For example, all men must carry a rifle to church on Sunday.  It may seem odd to have laws mentioning a church, when it is dictated that Congress shall make no law respecting an establishment of religion.    But there are many laws which mention churches, another being that it is illegal to eat peanuts in a church. It is also illegal to stutter on a Sunday during a church service.    Another area for which there is complex law relates to elections.    Recently (April 2016) there was renewed controversy regarding a closed primary system and, due to an obscure election law, voters must have been registered by November of the previous year for the party whose primary they plan to vote.   Additionally,  no law, varying the compensation for the services of the Senators and Representatives, shall take effect, until an election of Representatives shall have intervened.      It is also the case that it’s against the law to stroll down the street while playing a violin or to blow your nose in public.     There are laws specific to soldiers or other military personnel.  They are prohibited from using  indecent  language is that which is grossly offensive to modesty, decency, or propriety, or shocks the moral sense, because of its vulgar, filthy, or disgusting nature, or its tendency to incite lustful thought.  Maximum punishment: Communicated to any child under the age of 16 years: Dishonorable discharge, forfeiture of all pay and allowances, and confinement for 2 years.  No Soldier shall, in time of peace be quartered in any house, without the consent of the Owner.   Did you know birds have the right of way on all highways?   And speaking of rights, the enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.    Now we know money talks.   Did you know throwing snowballs results in a $50 fine?  Swearing at someone over the phone is punishable by a $100 fine.   And then there is bail.   The largest bail amount recorded so far was $250 million back in 1989 (an insider trading case).   Even though excessive bail shall not be required, nor excessive fines imposed.   A three-dollar fine per pack will be imposed on anyone playing cards under the Act for the Prevention of Gaming.

 

Laws and regulations regarding gun ownership and use continue to be a controversial subject.    “Stand Your Ground”  (also known as “Make my Day”) laws have expanded a person’s right to self-defense. Under these laws, individuals no longer have a duty to retreat to avoid confrontation in any place he or she has a right to be.  You will often hear people claiming the right of the people to keep and bear Arms.   Indeed, every homeowner must own a gun (unless convicted of a felony, conscientious objector or disabled).  Whilst at the same time, it is illegal to buy, sell or possess a squirt gun.  Women’s rights have progressed over time; however there are some existing laws which may seem sexist.   Women must not drive while wearing a house coat.  Women may be fined for falling asleep under a hair dryer, and unmarried women are banned from parachuting on Sundays.    But at least they can vote (that law was passed in 1920).   It is illegal to spit from a car or a bus, but perfectly legal to spit from a truck. It is against the law to swear in front of women and children.  Women must obtain written permission from their husbands to wear false teeth.  We all know there are a lot of lawsuits.    In suits at common law, where the value in controversy shall exceed twenty dollars, the right of trial by jury shall be preserved.  Speaking of suits, it is illegal to throw knives at men wearing striped suites.   There is law protecting citizens against unreasonable searches and seizures, though of course we hear about cases where this has been violated.    There was a recent high-profile moose poaching case in Minnesota, based on a Supreme Court ruling about GPS tracking devices.  The police had attached a GPS device to track the suspect, and the court ruled that they had no right to do that.     Of course it is illegal to whisper in someone’s ear while they are moose hunting, as it is to go and sightsee for moose from a plane.  And as was covered earlier, the enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.
