João Viegas de Paula Nogueira nasceu em Olhão, a 10 de Junho de 1859, filho de João Viegas Nogueira e Joaquina Paula Nogueira, e morreu em Lisboa a 16 de Dezembro de 1944.
Paula Nogueira era descendente de uma modesta família. Logo, ainda, na juventude, eram admiradas as suas judiciosas observações, os conhecimentos revelados sobre literatura, arte, ciências. Dotes que se rotulavam de invulgares, para a idade e o nível de educação recebidos. A boa aceitação do incipiente estudante nos meios intelectuais de Olhão, onde residia, justificam o convite a Paula Nogueira, para conferente, numa sessão comemorativa de Camões e, logo, a atribuição de subsídios para frequentar, em Lisboa, o ensino da sua preferência - o Instituto Geral de Agricultura, onde se diplomou em Medicina Veterinária, em 1886.
Em 1888, foi nomeado Inspetor Sanitário da Câmara Municipal de Lisboa, depois, Inspetor do Mercado Geral de Gados e, ainda, responsável pela fiscalização do contrato de abastecimento de carnes à Capital. Pela distinção e competência no desempenho daquelas funções, a Câmara Municipal de Lisboa louvou Paula Nogueira e conferiu-lhe a medalha de prata.
A licenciatura e iniciação profissional de Paula Nogueira, coincidiu com um período de alta projeção da Medicina Veterinária nos meios científicos nacionais.
