À la fin du Premier Empire et au début de la Restauration, le bassin minier de la Loire est le plus important de France, Saint-Étienne une des plus grandes villes ; mais les communications existantes ne suffisent pas à satisfaire les besoins miniers et industriels[1].
Deux ingénieurs locaux, Louis de Gallois[2] et Louis-Antoine Beaunier[3], après un voyage d'étude en Angleterre, concluent à la nécessité du chemin de fer[1].
Le 5 mai 1821, Beaunier, associé à des financiers ayant des intérêts dans la région, demande la concession d'une voie ferrée de Saint-Étienne à Andrézieux longue de près de 23 kilomètres.
Par ordonnance royale du 25 février 1823, MM. de Lur-Saluces et consorts sont autorisés, sous le titre de Compagnie du chemin de fer, à établir une ligne de la Loire au Pont-de-l’Âne, sur la rivière de Furens, par le territoire houiller de Saint-Étienne.
Les transports sont limités aux marchandises, particulièrement aux houilles.
La ligne est utilisée dès le 1er mai pour essai et ouverte le 30 juin 1827.
La première ligne est uniquement destinée aux marchandises dans des wagons appelés chariots tractés par des chevaux. Au retour, ils transportent du gravier, du sable et de la chaux. Il faut noter toutefois un inconvénient majeur de ce projet, qui tient au fait que la Loire n'est naviguable à Andrézieux qu'à la descente et seulement pendant quelques jours de l'année. En conséquence les bateaux qui assurent la liaison aval de la ligne de chemin de fer sont construits et mis à l'eau à Andrézieux, et lorsqu'ils descendent, ne remontent pas. Ils sont alors vendus à très bas prix, ce qui grève lourdement le prix du charbon transporté.

At the end of the First Empire and the beginning of the Restoration, the mining of the Loire is the largest in France, Saint-Etienne one of the largest cities, but the existing communications are insufficient to meet the needs of mining and industrial [ 1].
Two local engineers, Louis Welsh [2] and Louis-Antoine Beaunier [3], after a study tour in England, concluded the need of the railway [1].
On May 5, 1821, Beaunier, associated with having financial interests in the region, calls for the grant of a railway from St. Stephen to Andrézieux long almost 23 km.
By royal decree of February 25, 1823, MM. de Lur-Saluces and others are allowed, under the title of the railroad company to establish a line of the Loire at Pont-de-bull stories, on the river Furens by coal in the territory of Saint-Etienne.
Transportation is limited to goods, particularly coal.
The line is used from the first trial in May and open June 30, 1827.
The first line is only for goods in wagons called chariots pulled by horses. In return, they carry gravel, sand and lime. Note, however, a major drawback of this project, which is that the Loire is navigable only in Andrezieux descent and only for a few days of the year. As a result the boats liaise downstream of the railway line were built and launched in Andrezieux, and when down, do not go back. They are then sold at very low prices, a heavy burden the price of coal transported.
