Podoba statni vlajky Ceske republiky je definovana zakonem Ceske narodni rady c. 3/1993 Sb., o statnich symbolech Ceske republiky, prijatym 17. prosince 1992 a ktery nabyl ucinnosti 1. ledna 1993, kdy rozdelenim Ceske a Slovenske Federativni republiky vznikla samostatná Ceska republika.

Jaroslav Kursa vypracoval radu navrhu s ruzne sirokymi pruhy i s jinymi heraldickymi figurami vcetne navrhu s modrym klinem sahajicim do jedne tretiny delky bilocervene vlajky a predlozil je clenum komise 4. cervence 1919.

Czech Republic's national flag is a symbol of state and national sovereignty and independence. It is essential that it has always been manifested due reverence. The most basic expression of such reverence for the national symbol is the proper and dignified use.

The form of the State Flag of the Czech Republic is defined by the Czech National Council No. 3 / 1993 Coll. On the State Symbols of the Czech Republic, adopted by the 17th December 1992 and which came into effect on 1 January 1993, when from the division of the Czech and Slovak Federal Republic was established the independent Czech Republic. The flag is described in § 4 as follows:
"The state flag of the Czech Republic consists of upper white stripe and lower red stripe, which is inserted by blue wedge to half the length of the flag. The ratio of width to its length is 2: 3 "

The emergence of the flag: Preparation of the Act No. 252/1920 Coll. which established national symbols (flag, national emblems, etc.) was responsible for a sign committee created at the end of 1918. It was composed of representatives of various ministries, politicians, and several experts (directors of archives and Jaroslav Kursa, archives staff of the Ministry of Interior). After some discussion the members agreed on the principle that the state flag to include the Slavic colors (white, red and blue), and made Jaroslav Kursa to paint flag designs containing these colours. Jaroslav Kursa produced a series of proposals with broad stripes and with various other heraldic figures, including a proposal to the blue triangle extending up to one-third the length of white and red flag. 4th July 1919 The Commission recommended to introduce a flag with a wedge in this design, but after criticism by some members of the public in January 1920 on the recommendation of some artists stretched to half the length of the flag and the flag in this form has been approved by the Revolutionary National Assembly 30th March 1920 as Czechoslovak State Flag (Law No. 3 / 1993 as a flag of the Czech Republic).
