The terrain rating is 3 because your feet will get wet if you are not careful. Depending on how much rain there has been, the swamp may extend near the cache. An unpaved walking trail is close to the cache.
The cache is larger than a micro, but some might argue that it is not quite a small. The cache contains a logbook, pencil, and a geocoin for FTF. Very small trade items can fit in the container.
