From cacheopedia: "The Lampost Cache (LPC) is a (typically micro size) cache that is hidden under the decorative skirt at the base of a lampost. These caches are often found in the parking lots of large retail businesses (e.g., Wal*Mart).
LPCs have become somewhat controversial. Some geocachers consider LPCs to be too simple, too easy, and/or too unoriginal. Other geocachers are generally happy to have any secretly-hidden thing to find using their GPS, no matter how 'unoriginal' such a hide may seem to someone else."
Lampposts in Israel typically don't have such a skirt, but here you have one. LPC also known for bad safety issue. There are lampposts with electric contacts under the skirt. For your safety, it is important to be sure that there is no exposed electricity under the lamp. The owner of this cache checked it, but always trust only yourself. If you go 2 lampposts to the north, there is one that you can easily look below. You can see that the skirt is only decorative and there is no electric wires below. All the electric wires are closed inside that central pipe that goes to the ground and nothing is exposed.
