Twisted Again Mystery Cache

MN.Fruitcake: As there's been no cache to find for months, I'm archiving it to keep it from continually showing up in search lists, and to prevent it from blocking other cache placements.

The original version of this puzzle was archived but it's back and ready for another round of frustrations. The big building to the east is the new Chanhassen Public Works building that was under construction when the previous version was archived. The building seems to be done but now I don't recommend parking to the east. Parking is best to the northwest. See parking coordinates below.

I'm not sure about the difficulty. Could be easy for some and hard for others. But you should have plenty of time to figure it out.

Please do not mention anything about the first stage or the final in your log and rehide the final cache well to prevent brute force attempts. Contact me directly if there are issues with the first stage.
