This is one of two encrypted notes connected with an as-yet-unsolved murder case. In fact, it's so bizarre that the FBI has requested the help of the public to solve it. There is no reward being offered, just a challenge—and the satisfaction of knowing that your brain power might help bring a killer to justice.
If anyone can solve this, it would be a geocacher! So have at it. But please don't notify the FBI after you've decrypted it - once you solve it, you'll understand why.
Since this is a very difficult puzzle and will require even a luck-prone solver to expend much time and gray matter, I'm offering a nice First to Find prize that is quite appropriate. No, it's even better than having your own personal mug shot taken downtown!
