It's just another part of the old number 1 highway that was dead-ended to make way for the new four-laner to Sussex and Moncton. There is a nice view here and you can relax for a few minutes before resuming the hectic pace.
The cache is a 35mm canister with log sheet and pencil tucked away from the worst weather but still readily accessable. Have fun.
