This cache can be found along the shores of Lake Washington. Although there is no place for cars on the street that is nearest to the park entrance, there is very nearby parking on Lake Washington Boulevard.
The cache, which is a black bison tube, can be located at:

After rearranging the letters, with a little logic and the magic of satellite imagery, the coordinates will soon be in the correct order.
