The coordinates point to the marketplace/parkinglot. The cache is slighlty off that point.
The given coordinates point to the center of the square. On the square (!) you can see 11 structures of the same kind serving the same purpose. (They do not look absolutely similar.) One of these structures has got the cache-box attached to it.
The square is open enough to get GPS signals, however, due to the buildings around it may not be very accurate.
