Sergey Slobinovich, aka "The Serbian Slob", received a phone call
at 2:29 p.m. on 09/27/03. The call was intercepted but the recorder
failed. All that could be heard were various taps and beeps.
Subject was seen writing something on a pad of paper. He tore off
the top sheet and put it in his pocket. Source Leben advised that
Subject would receive directions to the drop site for the microdots
in this manner. Immediately after the call, Subject closed his shop
and drove south on 280. At Stevens Creek Subject was driving at a
high rate of speed in the left lane, but swerved suddenly across
all lanes of traffic and exited. The team could not tell if he went
east or west on Stevens Creek, as they had driven past him. Contact
was lost at that point. The coordinates of that location are noted
at the top of the page. That occurred at 2:40 p.m.
When the surveillance team again observed Subject (at 2:59 p.m.)
he was traveling westbound on Stevens Creek at Lawrence Expressway.
While waiting at the light he was observed tearing up a piece of
paper. He then entered 280 northbound. As he drove up the ramp and
onto the freeway, he threw scraps of paper out the window. The
surveillance team could not stop at the time, so it continued to
follow Subject back to his store. After Subject reopened his store,
two members of the team returned to the ramp area where the paper
was discarded. They were able to recover only one scrap containing
the words "Sleb Slob" (shown below).
Leben reported that Subject has been known to use magnetic
containers in the past and mark his drop with a "99". Based on the
above, it is recommended that teams be assigned to scour the area
near the above coordinates for a drop site. The paper scrap is
being sent to the laboratory for analysis.
