Sorry no more coins

Incomplete development at it's finest. Why is this new Silo here with nothing around it? There are warning stickers on the silo door below about falling in so it appears it could be operational. However the door doesn't face the road. Is something hid inside? Is it just a landmark to draw attention to this undeveloped area? Not accessible from the highway.
