Nguyen Phuc Dam, aka Minh Mang during his reign was born in 1791 and passed away in 1841. He was one of the 4 sons of Gia Long, the founder of the Nguyen Dynasty. He reigned from 1820 till 1841.
Minh Mang supported Confucian theories and opposed any foreign involvement in Vietnam. Several French Christian missionaries were sentenced to death during his reign. All foreign contact aiming trading or military ties were turned away. Even a request from Burma teaming up against Siam (Thailand) that was attacking Cambodia under Vietnamese wings was turned away. The first American contact with Vietnam was also made and denied under Minh Mang in 1832. Only when China was attacked by the British because of the opium war he looked contact with the European powers that refused to help now due to the harshness against their religious missionaries.
There are 2 parking lots but the most convenient is the second parking lot coming from the south as it drops you straight at the entrance of the complex, which is in the middle. There has been rumor about increasing the access fee to VND150k but that hasn’t happened as of yet (April 2016).
Update July 05 2016: I had the cache checked out over the weekend and am happy to report it is still in its original location as displayed in the photos. I did upgrade the cache to a small size cache. Happy caching!
