General information:
A balance is an instrument used the measure the mass of one thing relative to another. It was the first mass measuring instrument invented. In its traditional form, it consists of: A pivoted horizontal lever with arms of equal length, a beam, and a weighing pan suspended from each arm. An unknown mass is placed in one pan and standard masses of known weight are added to the other pan until the beam is as close to equilibrium as possible.
A balancing/juggling act refers to a difficult situation in which you try to achieve several different things at the same time. Don't worry though, you don't need to be able to juggle to sign the log :)
